James Dougherty, AICP, ASAI
James Dougherty is the Principal and Director of Design at Dover, Kohl & Partners Town Planning.
James has dedicated his career to helping communities envision and implement a more walkable, sustainable future. He began working with Dover, Kohl & Partners in 1996 and has participated in urban design and form-based coding projects throughout the United States and abroad. James works closely with the firm’s other principals, project directors, and urban designers to establish the design direction of each of the office’s projects. He participates in all aspects of the office’s work, including public involvement, development of master plans, regulating plans, and Form-Based Codes. James also specializes in the creation of many of the company’s threedimensional illustrations, using a blend of handdrawn and computer techniques. His graphics and visualizations illustrating sustainable urban design and Form-Based Code principles have been published in numerous books.
James founded the Congress for the New Urbanism’s urban design and illustration training series, the CNU Art Room. James co-curated the 2012 Congress for the New Urbanism, exhibit The Art of the New Urbanism, featuring over 200 visualization artworks by leading practitioners of the New Urbanist movement.
James was honored to receive the Congress for the New Urbanism Florida’s “Charles A. Barrett Memorial Award for Continuing Excellence in Architecture and Urban Design.”
The American Society of Architectural Illustrators has presented James with “Awards of Excellence” in their prestigious Architecture in Perspective (AIP) 24, 25 and 38 international competitions, and Top Award for Informal Category Illustration in their AIP 29 competition.
James received his Bachelor of Architecture from Hampton University in 1995 and his Master of Architecture in Suburb and Town Design from the University of Miami in 1997.
James holds AICP certification from the American Planning Association and is a member of the American Society of Architectural Illustrators.
Victor Dover, FAICP
Victor Dover, FAICP, principal at Dover, Kohl & Partners Town Planning, has been part of the New Urbanism movement since 1987. He is an urban designer and co-author of the book Street Design: The Secret to Great Cities and Towns. Dover’s work shows that we can improve our neighborhoods and streets, and, in the process, shape enduring cities that people love.
Victor began his career as an exhibition designer at the National Gallery of Art in Washington, DC, before turning to urban design. He credits his years living in Old Town Alexandria, followed by the move to Miami, with alerting him to the importance of city design. He earned his Bachelor of Architecture degree from Virginia Tech and his Master of Architecture from the University of Miami.
Along with business partner Joseph Kohl, Dover has spent his career designing walkable, sustainable development. Dover, Kohl & Partners devised the plans for neighborhoods like Glenwood Park in Atlanta, Georgia, code reforms for Kingston, New York, and regional plans including Plan El Paso, hailed as “America’s Best Smart Growth Plan.” Victor led efforts on recovery plans for Ocean Springs, Mississippi after Hurricane Katrina in 2005 and for revitalizing Panama City, Florida, after Hurricane Michael in 2018. Dover and Kohl were recognized with the John Nolen Medal for Contributions to Urbanism (2010) and the Seaside Prize (2024).
Victor created a series of short videos called Town Planning Stuff Everyone Needs to Know. Victor is an adjunct faculty member at the University of Miami School of Architecture, and is a Fellow of both the American Institute of Certified Planners and the Congress for the New Urbanism. He has served as president of the Parks Foundation of Miami-Dade and as a board member of the National Recreation & Parks Association, Tropical Audubon Society, and Dade Heritage Trust. Victor served as the founding Chair of the CNU Florida Chapter, and then as CNU national Chair from 2010 to 2012. He was awarded the Addison Mizner Medal for Service by the Institute for Classical Architecture and Art in 2025.
Charles C. Bohl, PhD
Dr. Charles “Chuck” Bohl is a tenured Full Professor and the Tony Goldman Director of the Master in Real Estate Development + Urbanism (MRED+U) Program at the University of Miami’s School of Architecture (UMSoA). After earning his master’s in urban and regional planning, Chuck was inspired by New Urbanism. He pursued doctoral studies on New Urbanist town centers, which became the basis for his best-selling book, Place Making: Developing Town Centers, Main Streets, and Urban Villages, published by the Urban Land Institute. Chuck moved to Miami to work with Dean Elizabeth Plater-Zyberk and the talented UMSoA faculty, students, and alumni at the forefront of New Urbanism.
At UMSoA, he has led interdisciplinary education, enhancing student experiences and career prospects through programs, including the Knight Program in Community Building, the online CNU-Accreditation program developed with Professor Joanna Lombard, and the MRED+U program he founded in 2008. He collaborates on interdisciplinary design and development studios and study abroad courses, and he organizes an annual school-wide Capstone Workshop. His Introduction to Real Estate Development and Urbanism course enrolls 80–100 students from across the University.
Elected three times as School Council Speaker (2017–2020), Chuck received the University’s Excellence in Civic Engagement award in 2018 and the John Nolen Medal in 2025. He has served as Chair of the Congress for the New Urbanism Florida Chapter and ULI’s Southeast Florida- Caribbean District Council, and is a founding member of the ULI Placemaking Council. The programs, research, and initiatives Chuck has led have received over $11 million in funding, including support for The Third Place Project.
Commissioned by the EU as External Evaluator of the European School of Urbanism and Architecture (2007–2009), Chuck was also a steering committee member of the Future of Places Initiative. He co-edited Sitte, Hegemann, and the Metropolis with Jean-Fran.ois Lejeune and cofounded and served as past editor of the Journal of Urbanism. Chuck conceived and organized The Art of the New Urbanism exhibition, which was the basis for The Art of the New Urbanism, Volume 1 (1980–2010), which he co-edited with James Dougherty.
Chuck holds a PhD in City and Regional Planning from UNC-Chapel Hill and lectures globally.
David Csont
David Csont is a principal with Urban Design Associates in Pittsburgh. As the firm’s lead illustrator, David leads its illustration efforts in both digital and hand-drawn media. David’s passion is in drawing itself, but specifically in the challenge of expression and communication of the unique feel of a place. David also participates in national plein-air competitions and leads in-house seminars on hand drawing.
